Carlos III maintained political ambiguity with regard to the United States War of Independence, due to the repercussions that this War could have in Latin America. In 1779 the Spanish Government mediated in the war, but after failing, Spain allied with France to fight against Great Britain. Thus the Spanish Monarch authorized the Viceroys, Presidents, Governors and Field Marshals, etc., to publish decrees in order to protect the Indies under their dominion and to undertake suitable action against the English. An outstanding personage, colaborator of Carlos III in his american policy, was Jose de Galvez, a jurist from Malaga, and staunch defender of Spanish interests in America.
