Taking certain memorandums of clear ideliastic origin as a basis, addressed to Felipe II by the Priest Pedro Mexia de Quemada, completed by others of similar ideology, the inconveniences of the leasings ordered by the Monarchy in the areas called “Valles, Llanos y Vegas”, particularly in the Plain of Granada, is analyzed. In the opinion of the momorialists this is the cause of an endless number of wrongdoings that have already led to a situation of decadence, only three years after the expulsion of the Moorish, that could turn into an irremediable one if the recourse of dation to emphyteutic rentcharge that characterized the repopulation of the “Alpujarras, Sierras y Marinas” was not adopted. It is suggested by the author a controversy that probalby had certain consideration not only within the high of the Government but among the Civil and religions authorities of the Kingdom of Granada, as well.
