There are fifteen years between the Census of 1981 and the one of 1996 which have been characterized by deep demographic changes. The regressive process of fecundity has situated our country on the lowest rate of the world, on the one hand; and on the other, the urban space begins a process of decentralization that, for the first time in this century, leads to the loss of importance of capital cities. Big cities, specially those with more than 500.000 inhabitants are slowing down its growth, nevertheless, smaller nuclei of inhabitants are supporting the demographic weight of the country.
