In the J 7th century the pressure of the new North European powers impelled sorne changes in the Hispanic defensive system and led the traditional danger from the Moslem Mediterranean Sea to the background. In 1625 the Spanish coast was hardly defended faced with a possible English attack. The Spanish Navy was at that moment inAmerica fighting to expel the natives of Holland from Brazil. For this reason Felipe IV sent his State and War counsellors to the most strategic points in the coast. Pedro Pacheco, who was also the Spanish Cavalry and Infantry Main Administrative Officer, was the person responsible for the organisation of the fortifications in Malaga, where he stayed during severa! months.
