The question of citizen participation in administrative life has acquired a renewed interest in recent years, becoming, we can well say, one of the legal challenges of the 21st century. One of the areas where the emergence of this institute is perhaps most strongly contemplated is territorial and urban planning, both general and sectoral, since it is seen as a practical tool to combat criticism from those who distrust the capacity of the Administration to order, through a planning instrument, the complex and changing socio-economic, territorial, environmental and cultural life of a State, region or local entity. Practical tool, therefore, that gives entry to the formulation of a plan that is most adjusted to the real needs of society, giving it broad participation, before the conclusion of the management instrument.
